Local Law 31 - Lead Paint Inspections for Multifamily Buildings
Throughout 2020 and 2021, New York City implemented a slew of new lead paint rules and regulations that will affect how multifamily rental property owners conduct testing and maintenance in the future. The New York City Council approved Local Law 31 in August 2020, requiring building owners to utilize an Environmental Protection Agency-certified (EPA) inspector when testing for lead-based paint.
In recent years, the New York City Department of Housing Preservation and Development (HPD) amended its lead-based paint standard in compliance with Local Laws 1 and 66, which were approved by the New York City Council in 2004 and 2019, respectively. The attempt to tighten lead paint standards is part of the LeadFreeNYC initiative, which was started in 2019 by the De Blasio administration to decrease children’s lead exposure across the city.
